To formulate and articulate energy sector policy and strategies, engaging Developing Member Country (DMC) governments in policy dialogue, and conducting ADB’s activities to support sector policy and reforms. To assure the quality of project development, implementation and administration of overall results for complex loans, Technical Assistance (TAs) projects, and non-lending products and services in the energy sector. Build collaborative partnerships with other departments within ADB to deliver value-added services in the energy sector to ADB’s DMCs. Work with broad policies and objectives, working directly with clients, with supervision for critical tasks.

Expected Outcomes

a. Strategy and Planning
  • Develop policy and strategies for the energy sector in Indonesia and other DMCs if required, in consultation with relevant government agencies and Resident Missions (RMs) in the region.
  • Review energy sector policy, legal and regulatory framework and assess progress towards achieving sustainable and inclusive growth in the rural economies of Indonesia and other DMCs as required.
  • Participate in policy dialogue to assist governments to undertake energy sector reform, ensure efficient use of resources and encourage participation of the private sector.
  • Support Energy and Climate Change Specialists in their work with governments and development partners to identify investment opportunities in the energy sector.
  • Develop country sector strategies and initiate projects and TAs in consultation with national and regional energy organizations and international financial agencies.
b. Project Management
  • Ensure quality and compliance of lending and non-lending products and operations with respect to energy policy and strategies.
  • Provide guidance, advice and comment on energy sector issues in the initiation, development, processing and administration of loan, TA projects and capacity building initiatives.
  • Supervise loan and TA projects in the energy sector with varying levels of risk and possibly conflicting stakeholder interests.
  • Facilitate effective liaison and coordination with development agencies on program loans and investment projects.
  • Ensure key technical, economic, financial and cross-cutting issues are incorporated into projects.
c. Staff Supervision
  • Provide leadership and support to reporting staff.
  • Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
  • Ensure on-going learning and development of reporting staff.

Qualifications Education Requirements
  • Master's Degree, or equivalent, in engineering, economics, finance, business administration, international development, public policy, social sciences, or related fields; or University degree combined with specialized experience in similar organization/s, may be considered in lieu of a Master’s degree
Relevant Experience
  • Suitability to undertake the responsibilities mentioned above at the required level.
  • At least 8 years of relevant professional experience.
  • International experience working across several countries.
  • Excellent oral and written communications skills in English
Reporting Relationships
  • Supervisor: Director, SEEN on substantive technical, policy-related and operational aspects and Country Director, IRM for day-to-day administrative matters.
